BEHAVIORAL TRAVEL DEMAND MODELS: SOME BASIC CONSIDERATIONS
This paper reviews recommendations for travel behavior research which were made in an earlier conference, and which serve to illustrate the combination of pragmatic and theoretical concerns that should underlie future research programs. It then considers the potential justification for an urban travel analysis research program from the decision-maker's viewpoint, since the decision-maker has the authority to implement such a program. Projects which would contribute to the probable implementation of research results are suggested and the institutional changes at the federal level which would be required for implementation are discussed. A section of this paper is devoted to pointing out the distinctions between models for prediction and evaluation. In conclusion it is emphasized that today's problems and policy decisions cannot wait for next year's research projects, but should be approached by putting to use the behavioral demand models that presently exist.
