REQUIREMENTS OF PEDESTRIANS AT TRAFFIC SIGNALS

Traffic signals in the first instance aid the flow of vehicular traffic. In contrast, the requirements of pedestrians are often considered only as a side issue. Pedestrians too can affect traffic flow favoured by co-ordinated traffic signals. To improve the situation the author proposes: 1 - That the number of sections having their own signal sensors be decreased; 2 - That the phase flow plans from the point of view of favourable crossing periods with a small proportion of waiting times be altered; 3 - That an indication be given to pedestrians crossing at corners of the most favourable direction in which to go from the point of view of time. The second proposal can be effected in normal traffic periods (i.e. 10 to 12 of the 16 hours of the day when there is a considerable amount of traffic on the roads) by means of multiple-phase signal programs which retain long flow periods. Taking the example of a spacious and heavily trafficed junction, the author shows that waiting times for various pedestrian relations can be considerably reduced by modifications to a signal program. This means however the elimination or revision of certain principles regarded as valid hitherto.
