PROGRESS IN HIGH SEAS OIL POLLUTION PREVENTION
New developments in equipment and techniques used to cope with oil spills are dealt with. Three steps necessary to effect cleanup are discussed individually: reducing the amount of spilled oil, control of the spreading oil, and removal of the oil from the sea surface. An emergency unloading system is described. Criteria and development of the project are covered. Prototype system is broken down into three subsystems: 1) transfer pumping subsystem, 2) air delivery subsystems, 3) temporary storage subsystem. Each of these subsystems is described in detail. The pumps, diesel prime mover, and specifications for the metal enclosure are covered. Problems of using a rubber container for temporary storage are discussed. Strength tests are described and full specifications for the container are given. The two component systems are palletized and a description of accessories is given. Special features of the pallet are described and the parachute/anchor system and means of deployment are discussed. Procedures for using the equipment effectively are described. Two types of oil barriers have been developed and each is covered in detail. Design problems are discussed, including the design of a mathematical model to simulate hydrodynamic forces. Low oil retention capability and oil escapement under barriers are problems discussed. Losses due to entrainment created by boom motions are also examined. Recovery of the oil barrier equipment is an important design factor and several recovery systems are now being developed. Chief problem in recovery of equipment is the shortage of information on the subject.
