CONSIDERATION OF THE GOALS OF LAND USE PLANNING POLICY IN TRANSPORT PLANNING

This research report attempts to reconcile the different interests of land use planning and technical planning. Land use planning is a transdisciplinary approach to the optimal ordering of land and population based upon social policy goals while technical planning is restricted to single aspects of a problem. As a concrete example of the relationship of transdisciplinary and technical planning claims, the author chose locational preference for industry as a consequence of expressway interchange construction. It was learned that there is high locational preference within twenty kilometers of an expressway interchange four years before and after its opening. The report concluded that because of the social effects of such locational preference the integrating task of land use planning would have to take into account the possible effects of all such technical plans by precisely calculating the effects which technical changes have outside their narrow field.
