“Four-good rural roads” and rural revitalization are the supreme goals of rural highway development and national strategy, respectively. “Four-good rural roads” is determined as the realization mode, while rural revitalization is the critical foundation of implementation. Based on the infrastructure contribution principle and pole-axis theory, this study investigates the developing mode of “four-good rural roads.” The developing mechanism for rural revitalization is presented, and evaluation index system is constructed with regional economy development, regional social development, regional living quality improvement, and regional ecology environment influence.
