RECOMMENDATIONS FOR A NATIONAL AIR TRAFFIC MANAGEMENT SYSTEM

This report expresses the views of the U. S. Airlines on the serious inadequacies in the present ATC/Airport complex serving their operations as common carriers and recommends remedial action. The deficiencies in capacity, safety and growth potential of the present national avieation system are examined and their effect on the effeciency and economy of the industry described in general terms. The report advocates restructuring of the airspace to eliminate the present unsatisfactory mix of uncontrolled and controlled flights, specifying a minimum "price of admission" for all aircraft electing to fly in controlled airspace.
