AN APPROACH TO THE ESTABLISHMENT OF PRACTICAL AIR TRAFFIC CONTROL SAFETY GOALS
This report shows how a knowledge of the incidence of fatal aircraft accidents in the recent past can be combined with an estimate of the overall risk in various types of human activity which have been found socially acceptable to produce rational quantitative goals for the risk associated with air traffic control. Fatal accidents over an eight-year period, from 1961 to 1968 inclusive, are categorized in 36 groups based on six phases of flight and six type-cause categories.
