A study on the current status of nationwide designation and operation of improving pedestrian convenience road system (Hokomichi) in the system's pioneering period

In Japan, the Road Law was revised in 2020 to establish the "improving pedestrian convenience road system" (Hokomichi). This study clarified the current status of Hokomichi's nationwide designation and operation through a questionnaire survey for road administrators. Through the questionnaire, the circumstances around the route, the background to the designation of Hokomichi, the status of road occupancy using Hokomichi, and the relationship with urban policies were clarified. Next, the authors categorized the Hokomichi according to their urban characteristics and identified the attributes of Hokomichi designation and operation according to their urban characteristics. As a result, the authors presented the possibility of Hokomichi initiatives that contribute to urban revitalization under the leadership of local governments and in cooperation with local organizations in large cities-urban centers.
