SCENIC ENHANCEMENT

This discussion of building visual quality into highways and roadside areas stresses the use of systems concepts, interdisciplinary teams and public participation in planning and designing. It reviews progress made through the Highway Beautification Act, and suggests some directions of possible future growth of this program. Reference is made to the numerous points where development of land and other resources of the highway corridor affect and are affected by the highway. Scenic highways, national parkways and special road systems, and highway sculpture are encouraged. Mass Media, Professional organizations and public agencies can do much to increase public awareness of the potential and feasibility of quality in planning and design, and they should be invited to do so. Regional institutes serving as centers of study and demonstrations of excellence in planning and design also can foster this awareness and use of sound principles.
