Guide on Methods for Assigning Counts to Adjustment Factor Groups
This report provides information and guidance on the methods for assigning counts to adjustment factor groups used in estimating annual average daily traffic (AADT). This guide will help highway agencies and other organizations improve the quality of traffic information and support decisions regarding capital investment programs and budgets, as well as design and maintenance programs. The guide also includes case studies that illustrate the application of the recommended methods by three state departments of transportation (DOTs).
