FEDERALLY COORDINATED PROGRAM OF RESEARCH AND DEVELOPMENT IN HIGHWAY TRANSPORTATION. INTRODUCTION AND SUMMARY

The research program can be defined as an array of the most urgent problems facing local, State and Federal highway officials who are responsible for the planning, location, design, and operation of transportation facilities. These problems include the research requirements resulting from the: experience gained in the construction and operation of the highway system; occurrence of natural phenomena such as floods and earthquakes; increased highway-user demands; environmental impact of planned and existing highways on the local community; and the requirements of new legislation.
