More Effective Use of Tennessee Waterways to Account for Competing Uses and Address Freight Congestion

Tennessee plays an integral role in the transportation of commodities and freight using the inland waterways system (IWS), which is connected to additional port operations, railways, trucking, and highway operations. This report outlines strategic objectives to continue to develop Tennessee's use of the IWS while maximizing economic impacts and support investment decisions. This report presents a review of best practices, performance, and funding opportunities on IWS. This information serves as a significant tool for the Tennessee Department of Transportation (DOT) and for federal practitioners and stakeholders to maximize the available capacity and to increase the efficiency, safety, resiliency of Tennessee's IWS. More specifically, this report focuses on (1) examining the available inland waterways programs and practices on the state level, (2) reviewing methodologies used in evaluating and prioritizing infrastructure assets, (3) identifying and categorizing key performance indicators (KPIs) of inland waterways assets, (4) reviewing methodologies used to quantify economic benefits that the inland waterways and ports bring to the nearby communities and the state, (5) reviewing opportunities for federal and non-federal funding and areas to invest (capital and operational), (6) identifying and categorizing the available data from deferent agencies that could provide beneficial information on IWS.
