Analysis of the Risks of the River Port and Consumers in the Production and Delivery of Non-metallic Construction Materials

River ports, shipping companies and shipping companies carry out channel and floodplain mining of nonmetallic building materials in the Russian Federation. The sale of the extracted materials to the consumer can be carried out directly at the field with loading into the vessel, at the consumer’s berth without unloading, at the consumer’s berth with unloading, or at the port berth with shipment to other types of transport. At the same time, the risks associated with transportation and handling operations are shared between both participants in the process. The article presents a comprehensive assessment of the economic risks arising in the production and transport process of the extraction and delivery of nonmetallic building materials by river ports. The types of river ports’ risks consumers of nonmetallic building materials, their causes and consequences are systematized. The most significant risks for the river port and the consumer are identified, associated with a decrease in demand for port products, changes in energy prices, natural and climatic factors, and an assessment of the impact of risks on the efficiency of enterprises is carried out. The moments of transfer of risks from supplier to consumer have been determined for various commercial schemes of interaction between them. The results of the project developed by the authors for organizing the work of the fleet for the extraction and delivery of sand for the Omsk River port are presented, the economic efficiency of the planned solutions and the influence degree of the main risk factors are assessed.
