Greenhouse Gas Emissions for Asphalt Treatment Decision Making

A pavement life cycle involves many phases; from production to placement, maintenance, preservation, rehabilitation and reconstruction. In each phase, there are activities that consume energy and emit Greenhouse Gases (GHG). A. pavement Life Cycle Assessment (LCA) looks at the environmental impact and the GHG emissions of each phase of a pavement's life. Given that Alberta Transportation has a mature network and does little new or re-construction, the Department's pavement treatment activities are mostly maintenance, preservation, and rehabilitation. This paper uses a LCA-based approach to quantify the GHG emissions of various preservation and rehabilitation treatments commonly considered by Alberta Transportation. A discussion on incorporating the GHG emissions of Alberta Transportation equivalent treatments into a Life Cycle Cost Analysis (LCCA) is presented. Much has been made about carbon pricing in Canada and worldwide over the last decade. From the Federal carbon tax to provincial taxes, there is a growing trend to price carbon in an attempt to curb emissions. As such, this paper puts the GHG emissions of equivalent asphalt pavement treatments into the context of carbon pricing. It is important to note that this paper does not represent policy direction but simply a technical assessment of GHG emissions and associated costs.
