Development of INDOT’s Verification Program to Implement the IRI Smoothness Specification for Newly Constructed Pavements

The Indiana Department of Transportation (INDOT) is implementing an International Roughness Index (IRI) pavement smoothness specification for newly constructed pavements. The pavement specification is based on the results of SPR-3300. The Federal Highway Administration (FHWA) requires a verification program as part of the implementation of the new smoothness specification, because the INDOT specification assigns the collection of the pavement smoothness quality assurance data on newly constructed pavements to the contractors. The objective of this research was to develop a verification program for the smoothness quality assurance of newly constructed pavements for the new IRI based specification. The research deliverable is the details of the verification program developed to satisfy the FHWA.
