VESSEL TRAFFIC SYSTEM (VTS) SIMULATION SIMULATOR FACILITY CONCEPT DEFINITION STUDY

The study was conducted to define the requirements for utilization of, and a candidate approach to implementing a VTS Simulation facility. The simulation facility would serve to support the definition, development, and evaluation of equipment, computer programs, and procedures to establish and maintain operational traffic management systems for the ports and waterways under Coast Guard cognizance. Elements of an operational system (San Francsco) were examined in conjunction with an analytically derived set of requirements and applications to provide a functional definition and physical configuration of the simulation facility. A digital radar landmass simulator will allow evaluation of cadidate sensor systems and provide real time radar inputs for a wide range of harbors and traffic conditions. A data processing complex will provide for flexible simulator operation in real time or non real time as well as the development, debugging, and control of software programs. Displays and controls are included for operator participation in experiments which involve man/machine interations. (Author)
