Best Practice Guide for Quantifying the Benefits of MnDOT Research

The Minnesota Department of Transportation’s (MnDOT’s) Research Services (RS) administers approximately $10 million in research funding annually, managing an average of 190 active projects at any given time. In order to retain its funding and justify program needs, MnDOT RS wishes to communicate the value and benefits of its research investments. In parallel, state departments of transportation (DOTs) around the country are exploring ways to quantify benefits, especially in light of a trend toward performance-based outcomes, as seen in the MAP-21 federal transportation legislation.
