Division of Operations Researcher on Call (ROC) Task#8 Ohio Department of Transportation Prioritization of Corridors for Retiming
Ohio Department of Transportation (ODOT) is looking to be proactive in its signal retiming efforts and make the most efficient use of available resources. The existing manual process of prioritization of corridors for signal retiming is not sustainable at the state level and requires improvement to leverage data-driven approaches for identifying corridors that would largely benefit from signal retiming. The goal of this research was to develop and implement a comprehensive corridor prioritization method for signal retiming by utilizing several data sources that are readily available to ODOT. The project team utilized high-definition, segment-based probe vehicle speed and travel time data from 2021 to estimate intersection and corridor delay. For each corridor, the team also estimated travel time reliability and incorporated this metric into the corridor ranking score. Further, to differentiate corridors that carry large amounts of traffic but with similar operational conditions compared to those with low traffic volumes, the team utilized average annual daily traffic (AADT) as another variable in the ranking process. Lastly, the time interval between the last two retiming efforts is important and can be a driving factor, and was thus included in the ranking process. The project team developed a standalone data processing and corridor prioritization tool that allows the automation of the ranking process. The resulting prioritization was found to be in alignment with ODOT expectations. The new process provides data-driven decision-support, consistency, documentation and defensibility for ODOT’s retiming program.
