Framework for Implementing Constructability Throughout Project Development from NEPA to Final Design
This research project aimed at developing a decision-making framework to help transportation agency decision-makers resolve questions related to the appropriate constructability review process (CRP) for any particular transportation construction project. To accomplish this, the research team performed a comprehensive literature review, followed by preliminary phone interviews with knowledgeable staff at all 52 U.S. Departments of Transportation (DOTs). Using these phone interviews as a filter and as a conduit to additional subject matter experts, the team identified people to volunteer for a survey delving deeper into CRP execution. An analysis of the survey responses enabled an even shorter list of 32 people, from which participants in focus groups and case studies were chosen. After the completion of the survey, the team turned to developing a conceptual preliminary decision-making framework, updating it more than a dozen times, as data came in from the focus groups and case studies. The Conceptual Decision-Making Framework is included in this report, as are details of the execution and results of the phone interviews, survey, focus groups, and case studies. Following its November, 2019 mid-project meeting with the panel, the team shifted from a theoretical focus on the framework to a practical approach to developing an electronic model.
