PRIORITY PRIMARY ROUTE COST STUDY REPORT TO CONGRESS

The States were requested to review the Federal-aid primary system, including any changes that may result from the realignment to be made in compliance with the 1973 Highway Act, for the purposes of selecting the highest priority routes and their costs of improvement. The routes selected as candidates for the priority primary program include high volume sections and are either principal arterials now or will be classified as such by 1976. Part I of the report summarizes the findings of the study and Part II provides details and backup data. The States selection and ranking process is outlined as well as route mileage, costs and programming. Part II includes sections on mileage and cost data for the 5 percent increment, rural-urban classifications, programing, physical and travel characteristics, safety and service to traffic generators.
