Regulation and Taxicab Licence Values: Winnipeg 2000-2021

This paper is set out in four sections. The discussion begins with a review of taxi regulation in Winnipeg, commencing in 1881. Next, economic theory is used to present a stylized analysis of the taxicab industry, under the regulation of the Manitoba Taxi Board (MTB) and after the shift to the City of Winnipeg. The theoretical framework forms the basis of a reduced form demand model for taxicab licenses. Linear regressions are used to estimate the economic impact of structural changes. The database consists of 998 full and half license sales between 2000 and 2021. The research concludes with some thoughts on competition and the future of for-hire car services.
