Impact of Compliance-Based Removal Laws on Alcohol-Impaired Driving Recidivism
Currently, 33 U.S. states have an ignition interlock device (IID) compliance-based removal (CBR) law for those drivers with an IID installed in their vehicle. These laws require a certain number of days without violation before the IID can be removed. This study compared drunk driving recidivism rates, January 1, 2016-December 31, 2019, for two states with CBR laws and two states without. For the states with CBR laws, Tennessee and Washington, recidivism rates were 1.7% (TN) and 3.7% (WA). For the states without CBR laws, Arkansas and Iowa, recidivism rates were 5.6% (AR) and 6% (IA). Additional data in this report includes: offenders by IID installation and single or multiple offenses; and early, on-time and late IID removals for offenders by state and single or multiple offenses.
