TSM: REVOLUTION OR REPETITION?
The author states that the transportation system management "revolution" is in fact, "simply a swing of the pendulum". He gives historical perspective to transportation planning activity over the last six decades, showing how it reflects the optimism or pessimism of the times. He calls for retaining a balanced emphasis on short and long-range planning imagination in the development of low capital and high capital measures, and resisting the pessimism that has marked periods of stagnation and decline. He finds little justification for the pessimism and uncertainty that have affected both the public and its planners. "The charge is clear," he concludes "transportation planners must rise above the mood of the public and maintain a view of the future regardless of the pressures of the present. To do so is the very essence of the planning profession; to do otherwise is a disservice to that profession and to society".
