TRANSPORTATION POLICY IN THE EIGHTIES

The author indicates that over the last thirty years, too little attention has been given to the economic, fiscal, social, and institutional considerations. He calls for new approaches to transportation planning that are more complex than the physical planning of facilities; for financial tools, the regulation of lavel behavior, and controls on the location and intensity of developent. The new planning, concentrating on management, finance and operations, need not be mundane or timid, rather the boldness and vision of these new plans will be a major factor in determining the quality of life in years to come.
