TRANSIT'S TRAUMA: BACK TO THE BAD OLD DAYS?

While aid to public transit has been enlarged and supported by conservative and liberal administrations over two decades, the Reagan administration has aimed at elimination of $2.8 billion in capital and operating assistance for public transit. Despite the conservation aspects for national transportation policy furthered by federal assistance, public transit and Amtrak were targeted to absorb 75 percent of all transportation funding cuts although the users (low-income, elderly, young and handicapped) are least able to sustain such reductions. While the administration philosophy is stated as making users bear the full cost of any service provided, the concept of centralized government has been one of assuring the total welfare of all citizenry, even though some who pay do not enjoy direct benefits from some of their payments. Congress has supported continued funding for transit, although at a somewhat reduced level.
