EUROPEAN STANDARDS AND ROAD REGULATIONS FOR CRANES

The difficulty of marketing cranes in the European community is stressed, because of different road regulations. Two overseas organizations have combined their efforts to compile a list of existing and proposed laws and regulations affecting construction machinery, cranes in particular. Inter-Europe Regulations, Ltd., and Technical Help to Exporters call their work "Mobile Construction Equipment Export Information Service." To meet requirements of any country, the most regulated items are rope safety factors, smooth or grooved drums, ratio of drum diameter to wire rope diameter, and machine stability. Many countries require various types of automatic shutoff and braking systems. Safety features, such as sheave guards, are practically standard, but some countries require cable reeling guides for multiple-layer drums. Hook safety catches are a rather standard requirement, along with safety glass and audible signal horns. Certificates for wire ropes and hook blocks are sometimes required. Requirements for homologation overload tests are difficult to meet. The most common vehicle requirements are maximum length, width, height, gross vehicle weight, axle load, turning circle radius, and noise level in the operator's cab and at seven meters. Changes required on U.S. crane models to permit their sale in Europe are noted. Design guidelines and charts to aid in the evaluation of crane design requirements are included.
