The priority allocations of Netherlands national highways for the middle long term are discussed in TRIS 396171 and Related to the priority allocations of the primary road network are also safety aspects. A good and easily used instrument for the mutual consideration and determination of the priorities in the long term, is the method of comparison of the zero-situation (no realization) and the one-situation (the project is executed). Some recommendations are presented for improvement of this method. The data acquisition of accidents on the different road sections and junctions must be made more reliable by collection over a number of years. Also alternative data should be developed and compared.
