CHANGES IN TRANSPORT SUPPLEMENTARY GRANT - PROPOSALS FOR GRANT AIDING LOCAL TRANSPORT

The paper traces the history and operation of the Transport Supplementary Grant (TSG) System for grant aiding local transport spending. TSQ replaced a multiplicity of individual grants and it was intended to be used flexibly between highways and public transport schemes, and between capital and revenue expenditure. However, the method for calculating TSG revealed inconsistencies in its distribution between metropolitan and shire counties, and within the set of metropolitan authorities themselves. In view of the changes in the operation of the TSG system announced in 1984, proposals are made for account to be taken of the revenue expenditure needs of local authorities on transport in the calculation of grant related expenditures.
