Private bus operators have been used increasingly in public transport. Contracting for such services can contain or lower costs, save on capital requirements, lead to establishment of innovative services and control service quality. Possible contractors include charter, airport, intercity and school bus operators and they may provide effective contract service in various public transit markets. Although commuter express in costly because of high labor costs, some transit agencies look at it only as a revenue (and not deficit) producers. Contracting for commuter express service can free funding for transit service to other markets. Local service in light-density areas is effectively being contracted out. In some cases employers have established employee bus services with planning assistance from public agencies.
