CONFERENCE ON TRANSPORTATION PARTNERSHIPS: IMPROVING URBAN MOBILITY THROUGH PUBLIC-PRIVATE PARTNERSHIPS, DALLAS, TEXAS, MARCH 14-15, 1984. REMARKS

The public-private partnership is significant. The federal government now believes it should not be so closely involved in what a community believes is best for its citizens; urban transportation should be based on the ability of the governments to work with the private sector. The private sector must also assume a more active role in dealing with local transportation problems. Commuter ridesharing has been organized, and in some cases financed, by employers and developers. UMTA is committed to a policy of ensuring that private operators will be given every opportunity to perform transport services receiving federal assistance, while private transportation will be encouraged to provide unsubsidized services in a free market. Joint development offers the potential for increased ridership for transit and increased income, or for private provision of such facilities as transit stations. The Federal government is committed to 4 criteria on competing demands: (1) Local financial commitment; (2) Stability of that local funding source; (3) Cost effectiveness; (4) Ability to support operating expenses of any facilities which are built.
