NOISE AND EXHAUST GAS POLLUTION CAUSED BY ENGINES IN SMALL- AND MEDIUM-SIZED CONSTRUCTION EQUIPMENT IN JAPAN
Antipollution regulations and countermeasures against noise and exhaust pollution in Japan are discussed. Increased economic growth in Japan has generated one of the most serious pollution problems in the world, and strong public opinion has led the government to pass stringent environmental legislation: Road Transport Vehicle Act of 1951; Anti-Pollution Act of 1967, with revisions in 1968; Noise Regulation Act of 1968; Industrial Safety and Hygiene Act of 1972; and Vibration Regulation Act of 1976. Noise and vibration receive the largest number of complaints among environmental pollutants because they cause both physical and psychological discomfort. Exhaust gas from construction equipment engines has been regulated for some time, and motor vehicles are regulated for gasoline engines emitting large amounts of carbon monoxide. Diesel-engined vehicles are regulated for the emission of black smoke, although the regulation controlling nitrogen oxides and hydrocarbons has only been in effect since 1974. Exhaust emissions of construction machinery in ordinary use are not regulated, since the rate of pollution generation is minimal compared with motor vehicles, factories, and buildings. Conditions regulating exhaust emissions, industrial safety, and the poisonous composition of exhaust emissions are examined. Tables and figures show the structure of Japanese noise regulations, environmental noise standards, permissible noise levels for hearing protection, noise levels of construction machinery, noise factors and noise reduction methods, the atmospheric pollution rate of stationary and vehicular emissions in Tokyo, the structure of pollution regulations in Japan, and permissible emission levels of diesel-powered vehicles.
