BOOBY TRAPPED: SHADOW VEHICLES IN WORK ZONES
Industry and several highway agencies have developed crash cushions or truck mounted attenuators (TMAs) for the rear of the "shadow vehicles" used as backup protection for work crews on highways. California, Texas and Ohio have had good results over the past year or so with commercially developed devices. Virginia has developed its own altenuators for several trucks. However, a state of Florida memorandum had suggested that potential liability could exist with agency developed devices, due to concern that they might be sufficiently tests. Potential liability problems could also be posed by a lack of uniform use of guidelines.
