METHODS OF IDENTIFYING ACCIDENT BLACKSPOTS
This report presents the results of a wide-ranging survey of highway authorities in the United Kingdom to describe the methods currently used to identify accident blackspots. It is clear from the survey that few highway authorities have explicit objectives for their road safety work, making it impossible to evaluate defined targets. Nevertheless, the dependence of the rank-order of sites upon the method used to define blackspots is starkly revealed. The relevance and practicality of a number of blackspot identification methods is discussed. Alternative methods are also described and applied to a small number of detailed case studies: Cornwall, Hereford & Worcester, Lothian, Tyne and Wear West Midlands, and City of Westminster. (TRRL)
