TRENDS IN PUBLIC HEALTH AND PUBLIC ORDER. CONSEQUENCES OF ALCOHOL CONSUMPTION IN ONTARIO 1950-1980

The data indicate a tremendous increase in the proportion of fatal accidents where the driver was judged impaired. The sharpest increase in the proportion of fatal accidents involving impaired drivers occurred from 1965 (2.9%) to 1970 (12.1%), particularly between 1966 and 1968. These changes preceded the 1969 change in legislation which expanded the application of breathalyzer equipment in the early 1970S, and the lowering of the legal drinking age from 21 to 18 in 1971. During this period the proportion of all types of accidents involving non-impaired drivers who had been million miles driven.
