EQUITY IN TRANSPORT PLANNING
The author describes the introduction of considerations of social justice into an economic analysis. Mention is made of the approach adopted by the Department of Transport in ts COBA program for the evaluation of trunk road schemes, where the same value of non-working time was usually assumed for all persons. Another possibility is to devise a radical evaluation model from the assumption that the value of money savings varies with the income. This approach, which may be characterised as social equity (as opposed to the DTP's time equity approach) depends on the difference between the income charactistics of different travel modes. Another suggested approach is the use of taxation policy to change the distribution of wealth so as to choose the policy which best combines welfare with economic efficiency. The advantages and disadvantages of these approaches are discussed and compared. (TRRL)
