SYSTEM BSM FOR THE MANAGEMENT OF ROAD MAINTENANCE

The authors briefly describe system BSM, a simple maintenance management system mounted on a microcomputer, developed primarily for use in developing countries. A two-stage method of operation is used. In the first stage field survey teams record objective measurements of deterioration for each paved road in the network. This information is stored in a computerised data base and is used to suggest remedial treatments and the priority order in which these treatments should be applied. In the second stage BSM introduces the concept of the field evaluation unit which can investigate further the defective lengths of road highlighted by the first stage using devices such as the Benkelman beam, dynamic cone penetrometer, or the bump integrator. It is intended that the system should be used by the provincial or district maintenance engineer as an aid in making decisions on the expenditure of maintenance funds. (TRRL)
