DEFECTS IN NEW ZEALAND VEHICLES - IMPLICATIONS FOR THE ANNUAL TESTING OF NEW CARS

Tha aims of the study were: (1) to define a period in a vehicle's life during which wof (warrant of fitness) inspections need not be six-monthly; (2) to find whether existing inspection procedures are comprehensive and appropriate in law and in practice; (3) to discover whether the 10 km rule should apply only to cars over a certain age; (4) to investigate the financial implications of the proposed changes; (5) to examine the distribution of inter-inspection intervals, to see how much driving seems to be done on an expired wof; (6) to investigate the feasibility of computerising the information on wof inspection documents, as is done in Sweden. The report explains in detail how the study was conducted. Some basic methodologies have been developed for use in later papers. (TRRL)
