THE DYNAMICS OF CHANGE - APPLICATIONS OF THE PANEL TECHNIQUE TO TRANSPORTATION SURVEYS IN TYNE AND WEAR

An appraisal of other data-collection practices used in the engineering department of Tyne and Wear County Council has led to the adoption of the panel technique in transportation-type surveys. The original aim was to enhance the monitoring capabilities of the department and to provide information about the rate of change of various characteristics of interest. This aim was achieved satisfactorily, but perhaps more important is that the work revealed that opposing gross changes which go to make up the relatively small net changes are of a hitherto unexpected magnitude. This paper outlines the application areas and provides examples of results which illustrate the extent of opposing changes and indicate how this information can be useful in enhancing knowledge about the mechanism of such changes.
