MAN AND HIS TRANSPORT BEHAVIOUR. PART 4A. USER RESPONSE TO PRICE CHANGES: APPLICATION OF THE "THRESHOLD" CONCEPT

The paper examines the concept of the "threshold" in fare pricing with particular reference to public transport. Previous reviews examined the existing evidence for elasticity values and alternative pricing policies within the local public transport market, including arguments favouring simplified fares. The paper illustrates the "threshold" concept by reference to recent transport research, especially with travelcards allowing unlimited use of a network for a defined period. The paper considers ways in which user response to system changes, such as price, may be viewed so that a critical point may be established at which a change in behaviour will take place. Examples are given of price change responses which illustrate the "threshold" effect from both public and private transport modes. (TRRL)
