TARA SYSTEM AID TO HIGHWAY MAINTENANCE PLANNING

This article discusses the linking of TARA (Technical Appraisal Route Analysis) ordnance survey grid reference-based system with the road maintenance defect rating system, chart. Software to link the systems has been developed, the method adopted and output obtainable are described. The TARA plotting program plots treatment lengths specified in the chart output file using a link file and the TARA network files. Each of three types of treatment, major strengthening, resurfacing and surface dressing are plotted in different colours together with those lengths of road for which no treatment is recommended. The combined use of chart and the plotting facilities in TARA provides an aid to management decision making and policy formulation which if linked with cost-benefit techniques will prove invaluable. The intention to extend, in the near future, the range of maintenance-based information that may be displayed and a similar approach is to be used to plot maps showing accident ratings is also discussed.
