THE ROAD TO CONGESTION MONITORING

This article describes the design of an integrated congestion monitoring system using automatic incident detection (aid) techniques for use in tunnel sections of the improved A55 North Wales coast road. The system is to be capable of raising an alarm automatically when traffic conditions hazardous to road-users arise. Road conditions will then be monitored by closed-circuit TV (CCTV) and appropriate action taken. The proposed system is to be capable of detecting (I) queued vehicles with intermittent halts, (II) lane blockages, (III) single vehicles or convoys moving at speeds significantly lower than the norm, and (IV) single stopped vehicles under conditions of light traffic flow. Modern induction loop detector systems were selected for vehicle detection and speed loop-site configurations will be used to allow calculation of both occupancy and vehicle speed. The use of algorithms in the detection and monitoring of queuing, congestion and stopped vehicles is discussed. (TRRL)
