MULTI-MODAL TRANSPORTATION - CONCEPTUAL PLAN

The Ohio Department of Transportation has the responsibility for determining and promoting how all modes of transportation can be used to the greater advantage for Ohio. The director of transportation, realizing this responsibility, appointed a task force to examine how the department should address this requirement from a multi-modal conceptual viewpoint. This task force is made up of representatives from each modal division and includes planning personnel. The result of the initial phase of their work is a report entitled "Multi-Modal Transportation Conceptual Plan", which is summarized here. The report defines eight policies which the department will follow in meeting its multi-modal transportation responsibiliites. These policies state that the department shall: perform transportation planning in a multi-modal framework; maintain a six-year investment program which includes programs for all modes; support adequate financing for transportation-related facilities; give high priority to transportation projects which will improve the economic well-being of Ohio; assist in the development and coordination of special transportation programs for the disadvantaged; support and encourage transportation projects which contribute to energy conservation; protect and enhance the human environment while carrying out the department's basic transportation mission, and actively seek citizen involvement in the development of transportation plans, programs and projects. The purpose in defining these policies is to provide the framework within which the modal divisions shall operate in performing their missions. In the next phase, the conceptual planning task force, with added representation from the director's office, will define the steps necessary to implement this policy plan. (Author)
