ECONOMIC CONSIDERATIONS IN THE DESIGN OF PAVEMENT REHABILITATION

Economic decisions are an integral part of the design of pavement rehabilitation. Because of the inherent variability of pavement properties and the uncertainties about their behaviour, these decisions have to be analysed in terms of probability theory. Three types of problems are discussed: (1) the decision as to what testing is required before selecting a suitable rehabilitation measure; (2) the decision as to what maintenance strategy woul be most economic; (3) choice of the most cost effective design once the general strategy has been decided. Some of the principles of decision theory are outlined and then applied to the problems encountered in pavement rehabilitation. Finally the role of road user costs in the economic analysis is discussed. (TRRL)
