STATE TASK FORCES SUMMARY REPORT

State drunk driving task force reports are summarized in this report. The National Highway Traffic Safety Administration (NHTSA) developed a model approach to the drinking driving problem based on community level comprehensive programs. NHTSA's 6-point approach focused on the following: general deterrence approach (short-term); community focus; systems approach; financial self-sufficiency; citizen support; and prevention (long-term). The recommendations of the 27 state reports coincided with NHTSA's approach. Recommendations dealing with information, education and training were of most interest to state task forces. Emphasis was also placed on education and treatment of offenders supplementing legal sanctions. Legislation concerning implied consent, illegal per se, and administrative per se license suspension were also included in the recommendations.
