HIGHWAYS FINANCIAL MANAGEMENT: ACHIEVING EXPENDITURE TARGETS
Firstly, this report reviews the overall financial system for highways, highlighting its strength and weaknesses and discussing its effects. The second part of the report concentrates on the areas solely within the local authorities' powers, and particularly the control of capital expenditure. A checklist is suggested of ways of endeavouring to match expenditure with budgets. Local authorities are recommended to review their own achievement and to consider the application of the various items on the checklist for improving their present practice. (Author/TRRL)
