PROPOSAL PREPARATION MANUAL

This Proposal Preparation Manual from the Program of University Research, Office of the Secretary of Transportation U.S. Department of Transportation (DOT), is intended primarily for college and university faculty who wish to learn how to write research proposals to be submitted to the department's Program of University Research. The intention of this document is to improve the faculty member's ablity to prepare good proposals as well as to increase the professor's awareness of potential problems in writing research proposals for the DOT University Research Program. Part I contains Recommendations on Proposal Writing, including discussions of whether or not to submit a proposal and how to select a topic; how to develop the proposal, with a timetalbe for development, suggested contents, technical proposal and its componcnts, management plan, proposal budget and its parts, evaluation criteria, timing and communications, and submitting the proposal; the proposal evaluation process, with an overview and a look at the participants; the aftermath, including what to do while waiting for a reply, what to do if you are funded, and what to do if you are not funded; and other sources of DOT research funding, with Requests for Proposals and the commerce Business Daily. Section II Contains Proposal Writing Exercises, including an introduction, a checklist of key proposal elements, evaluation criteria, three stages of the proposal, and closing suggestions. Appendices and Figures are included.
