ONE PERSON OPERATION OF BUSES IN LONDON

The first half of the report deals with the economic evaluation carried out by London Transport. They are two main parts to the evaluation: a financial estimate of the cash costs and savings to London Transport and a "social" assessment which gives a money value to the delays, accidents and other costs and benefits to travellers. The aspects included in the evaluation were: conductors' pay, drivers' pay, new buses, revenue loss, severance costs, passenger accidents, fares reduction, time losses, traffic. The following aspects were excluded: road maintenance, employment and public expenditure, dynamic aspects of passenger response. Part 2 describes the experience of conversion to one person operation (OPO). Surveys were carried out in May and July 1983 to assess the satisfaction of the public with the OPO bus services. In-depth group discussions were organised with members of the public, whose general attitudes are reported together with their opinions on costs, fares, unemployment, adaptation to OPO and attitudes to bus staff. Responses of bus crews were also recorded regarding illness, assaults and stress. A group of women actively involved with issues of transport in London gave their views. The concerns expressed by the metropolitan police are also recorded. (TRRL)
