THE MEASUREMENT OF ACCESSIBILITY TO EMPLOYMENT
The aim of this paper is to provide an operational definition of accessibility to employment. A brief review of three existing groups of techniques are conducted: measures to which the label of accessibility has been attached; models which have been forwarded under the title "conventional travel-supply models"; and time-geographic approaches, as these overlap to a certain extent with the areas of interest with which accessibility studies have been traditionally concerned. Emphasis is placed on the Hansen or potential model and on measures of cumulative or spatial opportunity. The methods are judged against two criteria: (1) their ability to reconcile both the land use and travel components of transportation supply, and (2) the extent to which they rely upon the measurement of observed behaviour. The most suitable approach is considered in detail. A methodological framework which revolves round a suite of programs designed to compute, graph and map the adopted measures, is outlined. (TRRL)
