MINORITY CONTRACTOR ENHANCEMENT PROGRAM STUDY. VOLUME I. BACKGROUND, FINDINGS AND RECOMMENDATIONS
WMATA authorized a study to define a method for increasing the minority contractor's participation in the building of the rapid rail system. The report indicates that METRO has taken affirmative steps toward the involvement of minority contractors in the construction of METRO. These steps represent only initial implementation activities and should be expanded. Recommendations in the form of the Washington Minority Development Plan are included. The study team investigated three specific areas: the minority contractor, his status and profile, WMATA construction contract procedures, and available supportive resources. The team also developed a minority Workshop Plan.
