UITP 46TH INTERNATIONAL CONGRESS, BRUSSELS 1985. NO. 1. TRAFFIC AND URBAN PLANNING IN THE FUTURE--SERVICE PROVISION IN PUBLIC TRANSPORT

Transport and urban planning are closely related. This report examines: (1) Future demographic and economic development, as well as urbanization, in countries at various states of development, and (2) Operating standards and models in public transit. An in depth study of literature has been combined with surveys of UITP members. World population will increase by 25 percent of over 6 billion by 2000 with a faster increase in urban areas and consequent increase in urban traffic. Developing nations will have the most serious problems. The private automobile cannot be the sole transport mode and public transit must have priority over the next 15 years. In developing nations capacity and low cost will be paramount. In industrial nations, quality and level of service will be critical for public transit. Service standards are not uniform in the view of the passenger (consumer) and the operator (provider), requiring the development of service standard models. Service standards involve accessibility, travel time, reliability, comfort and efficiency. Norms for service standards are used in varying degrees of sophistication. A Swedish report has three useful criteria to be used in planning and evaluation of public transport services: (1) Generalized time or cost concept; (2) Normalized level of service concept; (3) Cost-benefit analysis concept. As a practical example of efficiency and equity, the Stockholm Public Transport pland 1983 is used as a case study.
